Fusebox red flags in old Broadstairs stock, and how to tell "has to come out" from "can wait".

Central Broadstairs has more pre-1970 housing than most of the surrounding coast. The Victorian and Edwardian terraces off Albion Street, the interwar semis in St Peter's, and the Northwood pre-war estate all still contain a lot of original consumer units, sometimes on top of original wiring. A fusebox is where a lot of hidden risk sits in plain sight, and it is the first thing I look at on a survey.

This is what I look for, in the order I look for it, and the honest answer to the question every homeowner asks: does it actually have to come out today, or can it wait?

The five red flags that mean the board comes out now.

1. A wooden backboard, and no RCD anywhere.

The oldest consumer units in Broadstairs are open assemblies bolted to a varnished plywood or hardwood backboard, sometimes on a wall of painted lime plaster in a cellar under the front bay. In BS 7671 terms this fails the requirement for the fixed installation to be enclosed in a non-combustible material (Amdt 3 of the 17th Edition brought that in, and Amdt 2 of the 18th kept it). Combine it with a rewireable Wylex board and no RCD protection and you have the classic C2 EICR finding.

Wood backboards are also almost always in poor condition. Damp from the coastal atmosphere, decades of dust, mice through the cellar. The board goes, the tails get replaced, and the whole assembly moves into a metal enclosure with the correct spacing to any combustible fixings.

2. Wylex rewireable fuse ways still in service.

The rewireable Wylex, with its brown Bakelite carriers and copper wire fuses, was the standard board in this country from the 1950s to the mid-1980s. It was a good board in its time. It has three problems today: rewireable fuses have a relatively wide tolerance and slow trip characteristic (which BS 7671 no longer accepts on modern circuits), there is no RCD protection, and the carriers themselves can be reset with the wrong wire, defeating the fuse rating entirely.

A Wylex rewireable on its own is a C3 (improvement recommended) on an EICR, but the moment it sits next to sockets that could reasonably supply outdoor portable equipment (garden mowers, pressure washers, EV granny cables), the lack of RCD becomes a C2 and the report is unsatisfactory.

3. Aluminium meter tails.

UK Power Networks and British Gas both installed aluminium tails on a chunk of interwar Broadstairs housing in the 1960s and 1970s. Aluminium creeps under thermal load, corrodes at brass terminations, and does not sit well in modern consumer unit terminals. Any board swap on a property with aluminium tails is done at the same time as a full tails replacement, back to the cutout. UKPN will need to isolate at the cutout to do this, and there is no charge to householders for a straightforward cutout pull.

4. Signs of heat: browned Bakelite, melted fuse carriers, discoloured neutrals.

Any thermal damage to a fuse carrier, MCB body, or neutral bar is a live risk. It usually means a loose termination has been arcing intermittently for months. On an older Broadstairs board, the fuse carriers are Bakelite (a phenolic thermoset), so they can char without catching fire. That is deceptively reassuring. Take the cover off, see brown discolouration around a fuse way, and that circuit is off until the joint is remade. If the discolouration is at the meter tail end or on the main switch, the whole board comes out.

5. Missing main protective bonding, or bonding of the wrong size.

Older Broadstairs properties routinely have no main protective bonding to the incoming gas or water services, or bonding done in 6mm from an era when 10mm was already required. On a TN-C-S supply (which most modern Broadstairs installations are), the 2020 IET table requires 10mm2 minimum for main equipotential bonding on typical domestic supplies. This is a C2 on an EICR and needs correcting. It is usually a quick fix and can be done at the same time as the board.

What a compliant modern board looks like.

Metal-clad consumer unit (a fire-rated enclosure per Amdt 3 of BS 7671:2008), all final circuits protected by 30mA RCBOs rather than shared RCDs (so one fault does not turn the whole house off), Type A device curves for domestic loads, a Type 2 SPD (surge protection device) on the main busbar, and proper labelling of every circuit. Fitted in a couple of hours by two of us on a stripped-out ex-Wylex, and tested and certified the same afternoon.

The three flags that look scary but can wait.

1. Brown Bakelite sockets on a working ring.

Brown or cream Bakelite 13A sockets from the 1960s and 1970s are still surprisingly common in Broadstairs bedrooms and hallways. They look wrong to modern eyes. If the ring is otherwise intact, tests fine, and the sockets are not cracked or loose, they are compliant. BS 1363 has evolved, but a working 13A socket to the original standard is not an EICR fail. Replace them when you paint the room; do not treat them as an emergency.

2. Old white-and-red twin-and-earth on lighting.

PVC lighting cable with red live, black neutral and green earth (or bare CPC with sleeving) is the old colour code, pre-2004. It is still in service across most Broadstairs housing that has not had a rewire. If insulation resistance tests pass and the cable is not perishing at the ceiling rose, it can stay. New work of course goes in as brown/blue/green-yellow, and I always label the CU with a warning that there is mixed colour coding.

3. A single RCD on a modern dual-RCD board.

Split-load boards from the 2005-2015 era ran two RCDs, one per half of the board. Not ideal (one earth fault takes out half the house, including possibly the freezer or the boiler), but not unsafe. Modern practice is one RCBO per circuit. A dual-RCD board is a C3 on an EICR, not a C2. It gets replaced when you do a rewire or an extension; on its own it is not urgent.

Nothing about a fusebox tells you a house is dangerous on its own. It tells you what era of thinking the house was wired in, and what to look at next. The board that has to come out today is the board that has already started failing quietly.

What a board change in a Broadstairs property costs.

A straight consumer-unit replacement to a modern all-RCBO metal board with SPD, on a property that already has adequate tails and bonding, is typically £650-£850 including materials and certification. Add a full re-tail from the cutout, main bonding upgrade to 10mm, and a supplementary earth if the arrangement is unusual, and you are at £950-£1,200. It is Part P notifiable work and gets logged with Thanet DC through the competent-person scheme so you get a Building Regulations compliance certificate through the post.

On a listed Broadstairs villa or a HMO, the board choice will also weigh accessibility (some HMO licence conditions require lockable enclosures) and location (moving a CU out of a bedroom is often part of the compliance work). Both add cost but neither is complicated.
